North Carolina chicken handling investigation

Animal Outlook is calling for federal action after publishing an undercover investigation alleging improper chicken handling at a Wayne-Sanderson Farms slaughterhouse in Dobson, North Carolina. The organization says its investigator worked inside the facility from June through September 2026.

According to the group, its footage depicts workers throwing birds and placing some chickens into overhead shackles by only one leg. It also describes birds positioned improperly on the processing line. These accounts are Animal Outlook’s allegations and interpretation of its recordings, rather than findings announced by a regulator.

The organization says the plant operates under a waiver allowing 175 birds per minute. It further alleges that slowed-down footage appears to show speeds exceeding that limit at certain times. That claimed exceedance has not been independently established here.

The investigation accompanies a petition asking the U.S. Department of Agriculture to reject a proposal expanding access to higher poultry-processing speeds, strengthen inspection and enforce applicable requirements. A petition requesting action does not establish that an agency has opened an investigation or imposed a penalty.

The policy context is documented in a February 19 Federal Register proposal from USDA’s Food Safety and Inspection Service. It would allow young-chicken establishments operating under the New Poultry Inspection System to process up to 175 birds per minute. It also proposes increasing the turkey limit from 55 to 60 birds per minute.

FSIS describes the proposed changes as supporting processing efficiency while maintaining food safety and effective inspection. The proposal would clarify when inspectors may require slower operations and remove annual worker-safety attestation requirements. Its stated public-comment deadline was April 20, 2026.

The published investigation and the federal proposal establish different things: one presents allegations about animal handling at a particular facility; the other describes proposed regulatory changes. The materials reviewed do not establish a resulting enforcement action or include a company response to these specific allegations.

Why This Matters for Animals

The investigation concerns concrete treatment of live birds during handling and slaughter. Its allegations warrant examination on their evidence, including the recordings and any subsequent official findings.

The broader policy question is whether processing safeguards can protect animals as permitted speeds increase. Advocacy demands, agency proposals and confirmed violations should remain clearly distinguished as the matter develops.
