MISSOURI–CHIMPANZEE-WELFARE-COMPLAINT

The Animal Legal Defense Fund announced October 20 that it has submitted a federal complaint seeking intervention for Bow, a chimpanzee kept in a private Missouri home. The organization is asking officials to secure his relocation to an accredited chimpanzee sanctuary.

The complaint addresses the U.S. Department of Agriculture, U.S. Fish and Wildlife Service and Department of Justice. It alleges unlicensed public exhibition under the Animal Welfare Act and inadequate living conditions, including isolation from other chimpanzees, under the Endangered Species Act.

Those are the organization’s allegations and legal arguments, not newly announced government findings. The materials reviewed do not establish that officials have ordered confiscation, filed an enforcement lawsuit or arranged a transfer.

There is a documented earlier licensing issue. A September 29, 2023, USDA report stated that online videos requiring paid access and merchandise depicting the animal constituted exhibition requiring a federal license. The inspector described unsuccessful attempts to contact the owner and concluded that she was operating as an exhibitor requiring USDA licensing.

Importantly, that report also states that no on-site inspection or exit interview could be conducted. It therefore should not be treated as a veterinary examination or a government finding about Bow’s current physical condition.

The new complaint goes further, drawing on expert assessments of available footage to argue that Bow’s social environment, enrichment and apparent medical needs warrant intervention. ALDF says nine chimpanzee specialists supported its complaint. Their assessments support the organization’s request; they do not substitute for an agency determination.

The requested destination is a chimpanzee sanctuary accredited by the Global Federation of Animal Sanctuaries. That remains a proposed outcome, not an announced placement. The verified materials do not include a response from Bow’s owner to this complaint or a federal decision on its allegations.

Why This Matters for Animals

This is a concrete request to enforce animal-protection laws, focused on an individual animal’s living conditions and opportunities for species-appropriate social contact. It is more than a general awareness campaign.

The immediate development is the formal complaint and its supporting welfare arguments. Any investigation, enforcement decision or eventual relocation would be a separate milestone. Reporting those stages accurately keeps a request for protection from being mistaken for a completed rescue.
